Wayne was a standout basketball and football athlete at Alexander Hamilton High School. He began his collegiate career at Iona College, where he played football as a freshman. Driven by a strong desire to compete on the basketball court, he later transferred to SUNY Canton, earning a basketball scholarship to Pace University. Over the course of his collegiate career, he played three years of basketball at both the junior college (JUCO) and NCAA Division II levels.
Following college, Wayne remained deeply involved in athletics through recreation and program leadership. He has overseen several prestigious programs, including the PRO/AM Michelob National 3-on-3 Tournament, the Massaro Park Youth and Adult Basketball Leagues, and the Gardella Park High School and Adult Summer League.
Wayne recently retired as Commissioner of the White Plains Recreation and Parks Department. Throughout his distinguished career, he served in multiple municipalities, including the Village of Elmsford, the Town of Greenburgh, and the Town of New Castle. He earned a Bachelor of Business Administration (BBA) in Management and Marketing from Pace University and holds a Master of Science in Education (M.S.Ed.) in Recreation Administration from Lehman College.
